上海科威国际技术转移中心有限公司是在上海市科委的推动下，由清华大学、张江集团、上海市科技创业中心、上海奥威科技开发公司共同投资，于2001年在上海浦东注册成立的专门从事国际技术转移服务的咨询公司。上海科威作为国内最早设立的技术转移专业咨询公司之一，开创了中国国际技术转移咨询服务市场化运作先河，主要致力于为上海市及华东地区企业开展国际科技合作和技术转移提供全面解决方案。
上海科威将办公地点设在充满创新创业气氛的上海市科技企业孵化器(上海市科技创业中心)内，位于交通便捷、经济繁荣的徐汇区，为创新和创业提供国际技术转移相关全过程支持服务。目前，上海科威已拥有了以科技中小型企业为主，涵盖科技园区、孵化器、科研机构和促进国际技术转移的相关机构的服务对象群体，并已成为长三角地区最为专业的国际技术转移支持服务提供商之一。同时，上海科威的国外合作伙伴在地域上已覆盖前苏联地区、亚洲、北美、欧盟、澳大利亚、新西兰和非洲等广大地区，包括科技企业、大学、研发机构、科技园、孵化器、咨询公司、行业协会和技术转移机构等。
